In Wisconsin, "town" usually means township, not village or small city, but I don't know if this ever was a township building. The current town hall for the Town of Montrose is further north, in Paoli. This building is in Belleville.

Looking back along County Hwy A toward the east from the grounds of the Primrose Town Hall. A 1930 plat map shows that the town hall was a half mile north of here at that time, and also that this road was not nearly so straight back then.
